    May it be used on the Islamist fanatics in the Middle East, over and over again, until they no longer have the inclination to harm Americans or our allies.

    No - wrong. It should not be used, ever. I fear that when some countries get their hands on it that they will want to use it.

    MAD only worked because neither the US or USSR wanted to see their own populations wiped out, and both sides reasoned that they could not avoid (or survive) a retaliatory strike. Same may not apply to extremists if they get the bomb.

    So how could we negotiate with an extremist group/country that gets the bomb?

    I think there may not be room for negotiation unless the other side does fear death on a large scale.
