Bush. The Bush team, even with four plus years of backing by a Republican-majority Congress, has been proven impotent to effect needed changes in whatever that all-powerful Clinton had set in motion. Folks, we will be living with many, many problems that can be laid at the feet of Bill Clinton until we can find some Republicans strong enough to do more than blame Clinton. This conclusion I have to make regarding who’s most responsible for a nuclear North Korea:
