The Senate actually never voted against ratifying the Kyoto Protocol. Your spin is just another example of how the wingnuts attempt to twist Senate votes to mean something that they don&#039;t. Here&#039;s an explanation on the vote for  S. RES. 98, dated June 12, 1997:
