He was against creating a commission to look into how it happened. After he "flip-flopped" on its creation, he still underfunded it, wouldn't answer questions from the commission under oath, and had Condi bald-face lie to the commision. Did I mention he wanted Kissinger to head it? I don't "think" he was behind 9/11, but he sure is acting guilty. It has always cracked me up to hear Bush supporters defend warrantless wiretapping and the like with the old "If you have nothing to hide..." schtick. Well Bush himself helped, don’t you think?
