The real crime here is the fact that English society has gotten into a place where there are only two alternatives for dealing with disorderly children. One is to speak sternly to them, which they quickly learn means nothing. The second is to turn them over to the police. The judicious application of a razor strop by the parents would likely solve the problem, but that option is now off the table. Very good parody/pastiche.
