There was apparently a planned meeting of local officials to go over their planning for the real thing. Then there was an unplanned road closure in the Florida Keys that was due to a police standoff - nothing to do with Castro at all. Coupled with the complete lack of Castro sightings on his birthday, there may have been a rumor avalanche. We’ll see.
