But historically, it was Dick Cheney, with his massive military cuts under Bush One, and Butch Two, with his disasterous squandering of our military's lives and resources, who have "laid America's throat bare" so that we now haven't the ability to effectively combat natural disasters within our country, much less an enemy attack.
